So I had suspected this issue for some time, but I figured oh well it might just be a one or two off thing. Well I had decided to keep an eye out for it as I continued to go into different off seasons with different teams. What I have found is that this is a controllable and repeatable exploit. If this is not fixed it will basically make having dead cap irrelevant. What this is basically allowing is to create cap space out of thin air using the dead cap.
Here's how it works
1. The amount of Dead Cap you have is irrelevant
2. Be in Early Free Agency
3. Have a need for Draft picks above 0
4. You can sign players and acquire draft picks to your hearts content
5. When the Free Agency week rolls over, if you room under the cap is less than your Need for Draft Picks, THEN YOUR ROOM UNDER CAP WILL BE RESET TO THE SAME NUMBER AS YOUR NEED FOR DRAFT PICKS. (The difference is subtracted from the dead cap, it will even go negative to do this)

It's also very likely that there are some that ran into without realizing it.
